Current regulations require a flight plan to be cleared with the local air traffic control office before flying, and if the flight plan has the plane flying out of the area, then the owner must also apply for permission with the air traffic control office near the proposed destination. The military must also grant its OK on every proposed flight.
Some savvy Chinese pilots get around the cumbersome regulations by simply ignoring them. These maverick pilots avoid detection by flying far away from any military installations, where the risk of getting caught is much higher.
